Osborne announces planning changes

Chancellor George Osborne has announced a number of changes to the planning system in the Spending Review, which he believes will boost house building.

The government will establish a "delivery test" for local authorities to ensure they deliver the number of homes set out in their Local Plans.

Osborne also announced a provision, which will only allow brownfield sites in the green belt to be redeveloped if they contribute to the supply of starter homes and sold at a 20% discount.

The government is also proposing to change planning policy to support smaller development schemes, as well as aiming to halve the length of time it takes for these developments to receive planning permission.
