The Ministry of Defence (MOD) has issued an OJEU notice to find a development partner to bring a £750 million development opportunity in Hampshire forward.
The site is the 186-ha Prince Phillip Barracks near Bordon.
Property firms are asked to pitch for the contract, which will see 2,400 new homes and major infrastructure built.
The MOD believes the cost for management, planning and infrastructure to be between £150 and £200 million.
The contract-winning company will receive a share of the net proceeds.
