Merton changes proposed CIL charges

The London Borough of Merton has changed its proposed community infrastructure rates after publication of its draft charging schedule.
According to a council report, the proposed draft charging schedule reduces the number of residential charging zones from three to two.
The first zone includes Colliers Wood, Raynes Park and Wimbledon, the second Mitcham, Morden and West Barnes.
The proposed charge in the first zone is £220 per sq metres and £115 in the second zone.
According to the report, the changes have been based on information obtained from the consultation on the preliminary draft schedule and a viability study conducted in November 2012.
The proposed schedule has also been changed for retail developments.
In the preliminary draft schedule, all retail developments across the whole borough would have been charged a flat fee of £100 per sq metre.
According to the draft schedule, only large retail outlets such as supermarkets and superstores would be charged a levy and smaller retail developments would free of charge.
